Thinking Biblically About Church Programs

Follow-up question to the article: Most churches would argue that their programs have been formed on the basis of needs, as advocated by O'Brien. What I wonder is, do churches form programs on the basis of perceived needs projected onto them by public leaders (writers, bloggers, conference speakers, etc.), but are not real needs in their local context?
